About This Breach
In 2019, the Independent High Electoral Commission (IHEC) of Iraq (ihec.iq) — the government body responsible for administering and overseeing elections in Iraq — had its national voter-registration database exposed, affecting approximately 24.9 million voter records. The exposed data contained voters' full names (given, father's and grandfather's names), dates of birth, governorate, family/household registration numbers, electoral person IDs and their assigned polling-centre and voter-registration-centre details. No passwords, email addresses or phone numbers were included. The records were subsequently distributed via Telegram.
