About This Breach
In early 2025, a large database containing the household-registration (hukou / 户籍) records of residents of Hebei Province, China, was distributed through breach-trading Telegram channels. Each of the roughly 165 million records included the resident's full Chinese name, 18-digit national resident identity card number (身份证, which encodes date of birth and gender), mobile phone number, and registered residential address. Because the data derives from government household-registration records, it exposes highly sensitive personal and government-issued identity information for a large share of the province's population. No precise breach or compromise date has been established; the date reflects when the archive was compiled and observed circulating on Telegram.
