About This Breach
In March 2025, the Iraqi Ministry of Finance (mof.gov.iq) was named as a victim of the Babuk ransomware group, which listed the ministry on its data-leak site around 13 March 2025 (attribution uncertain). A portion of the exfiltrated data was subsequently distributed through a Telegram marketplace channel. The leak comprised internal ministry records including job-applicant and departmental employee registries covering Iraqi governorates such as Baghdad, Basra, Nineveh, Dhi Qar, Diyala and others, together with a detailed accounting-department staff registry. The exposed records contained full names, dates of birth, email addresses, mobile phone numbers, Iraqi national-identity and civil-status identification numbers, mothers' names, marital status, residential addresses and academic credentials, alongside a large volume of scanned internal financial and administrative documents. This record covers part1 (partial) of the dataset; additional parts may exist on the source channel but were not obtained.
