About This Breach
In 2023, the Iraq Social Welfare database, a government registry of social-welfare and cash-grant recipients administered under Iraq's social protection program (Ministry of Labour and Social Affairs), was leaked and distributed via Telegram. The breach exposed the personal records of Iraqi welfare beneficiaries collected between 1996 and 2023, including full names, mothers' names and family lineage, national and government ID numbers, dates of birth, gender, marital status, number of children, full home addresses (governorate, district, neighborhood, alley and house details), phone numbers, ration- and smart-card numbers, and welfare grant details. No passwords were included, as the data originates from a government administrative database rather than an account system. The records were distributed on a Telegram channel.
