About This Breach
In August 2026, the Maritime Industry Authority (MARINA), the Philippine government agency that regulates the country's maritime industry and administers the registration of ships, shipping companies and seafarers, suffered a data breach of its online ship-registration and licensing platform (shipping-best.marina.gov.ph). Data extracted from the system's databases was distributed through a Telegram marketplace channel. The exposed records contained the email addresses, names, telephone numbers and tax identification numbers of more than 11,000 registered vessel owners and shipping companies, together with internal MARINA staff and system user accounts. The data was posted for distribution on a Telegram marketplace channel.
